No — Málaga's historic centre is a low-emission zone (ZBE) enforced by camera, and the fine arrives by post weeks later. Satnav will route you in regardless, so ignore it. Park in one of the ring of underground car parks — Plaza de la Marina, Alcazaba, Salitre, Cervantes — and walk; everything worth seeing is within twenty minutes on foot of them.
Use the paid underground car parks ringing the centre: Plaza de la Marina by the port, Alcazaba below the fortress, Salitre and Cervantes further out. Street parking inside the ring is metered with short maximum stays or residents-only. If your hotel advertises parking, check whether that means its own garage or a discount at a public one several streets away — in the old centre it is very often the latter.
